महिलांसाठी स्वतंत्र धोरण जाहीर करून ते राबवणारे महाराष्ट्र हे देशातील पहिले राज्य. ठरावीक कालावधीने महिलांच्या प्रश्नांची, त्यावरील अपेक्षित उपाययोजनांची चर्चा होऊन नवे धोरण अंमलात येईल, हा निर्णय १९९४ मध्ये पहिल्या महिला धोरणाद्वारे झाला. दुसरे महिला धोरण २००१मध्ये आणि तिसरे २०१३मध्ये प्रसिद्ध झाले. २०२१मध्ये चौथ्या महिला धोरणाचा मसुदा जाहीर झाला. त्यात सुधारणा करून २०२४मध्ये चौथे महिला धोरण जाहीर झाले.

पहिले महिला धोरण अंमलात आले त्याला तीन दशकं झाली आहेत. या कालावधीत आलेल्या राज्य महिला धोरणांमुळे एकूण स्त्रीजीवनात काय बदल झाला, धोरणांची अपेक्षित अंमलबजावणी झाली का, त्यात कोणत्या त्रुटी राहिल्या, आजच्या तरुण मुलींच्या आशाआकांक्षांचे प्रतिबिंब या धोरणांमध्ये उमटले आहे का, याचा सविस्तर आढावा घेऊन स्त्रियांच्या पुढच्या वाटचालीसाठी ते उपयुक्त ठरेल, आगामी महिला धोरणे कशी असावीत, याचे मार्गदर्शन व्हावे, या दृष्टिकोनातून हा पुस्तक प्रकल्प यशवंतराव चव्हाण सेंटरच्या पुढाकारातून साकारला आहे.

Maharashtra was the first state in India to announce and implement an independent policy for women. Through the first Women's Policy introduced in 1994, it was decided that women's issues and the measures required to address them would be reviewed periodically, leading to the formulation of updated policies. The second Women's Policy was released in 2001, the third in 2013, and a draft of the fourth policy was published in 2021. After revisions, the fourth Women's Policy was officially announced in 2024.

Three decades have passed since the implementation of the first Women's Policy. This book project, initiated by the Yashwantrao Chavan Centre, provides a comprehensive review of the impact of Maharashtra's women's policies on the lives of women during this period. It examines whether the policies were implemented as intended, identifies their shortcomings, and explores whether they reflect the aspirations and expectations of today's young women. The project also aims to offer guidance for future policy development and contribute to the continued progress and empowerment of women.
