'राजा राममोहन राय ग्रंथालय प्रतिष्ठान, कोलकाता' यांच्याकडून सार्वजनिक ग्रंथालयांना प्राप्त होणाऱ्या अर्थसहाय्यामध्ये सन २००९-१० पासून वाढ झाली आहे. सार्वजनिक ग्रंथालयांना इमारतीचा विस्तार करण्यासाठी सध्याची अर्थसहाय्य मर्यादा राज्य मध्यवर्ती ग्रंथालय रुपये दोन कोटी, जिल्हा/विभागीय ग्रंथालय रुपये एक कोटी, तालुका/शहर व मुन्सिपल ग्रंथालय रुपये ५० लाख आणि ग्रामीण ग्रंथालयासहित इतर ग्रंथालये रुपये २५ लाख अशी आहे. इतरही योजना अर्थसहाय्यातंर्गत ही वाढ झाली आहे.
या पुस्तकात 'समान निधी योजना-७' व 'अ-समान निधी अर्थसहाय्य योजना-४' अशा एकूण ११ निधी योजना समाविष्ट केल्या आहेत. ग्रामीण ग्रंथालय कर्मचाऱ्यांना कोणाचीही मदत न घेता प्रतिष्ठानच्या कोणत्याही अर्थसाह्य योजनेचा प्रस्ताव तयार करता यावा, हा उद्देश विचारात घेऊन त्याविषयीची संपूर्ण माहिती सदर पुस्तकात देण्यात आलेली आहे.
प्रतिष्ठानकडून अर्थसहाय्य प्राप्त होण्यासाठी राज्य शासनाने प्रतिष्ठानकडे वर्ग केलेल्या रकमेमधील रुपये ४५,५६,८७,६८९/- इतकी राज्य शासनाची रक्कम प्रतिष्ठानकडे शिल्लक आहे. प्रतिष्ठानकडे रक्कम कशी शिल्लक राहिली आणि तशी ती राहू नये म्हणून इतर राज्यांनी केलेल्या प्रयत्नांची सविस्तर माहिती असणारे उपयुक्त आणि महत्त्वपूर्ण लेख या पुस्तकात समाविष्ट केलेले आहेत.
The financial assistance provided by the Raja Ram Mohan Roy Library Foundation, Kolkata to public libraries has increased since the year 2009–10. The current financial assistance limits for expanding library buildings are as follows: Rs. 2 crore for state central libraries, Rs. 1 crore for district/divisional libraries, Rs. 50 lakh for taluka/city and municipal libraries, and Rs. 25 lakh for rural and other libraries. Other schemes have also seen similar increases in financial assistance.
This book includes a total of 11 fund schemes, such as ‘Equal Fund Scheme-7’ and ‘Non-Equal Fund Financial Assistance Scheme-4’. The book provides complete information with the goal that rural library staff can prepare proposals for any financial assistance scheme of the Foundation without needing help from anyone.
To receive financial assistance from the Foundation, the state government has a balance of Rs. 45,56,87,689/- with the Foundation from the amounts allocated by it. The book contains useful and important articles detailing how this balance remained with the Foundation and the efforts made by other states to ensure such a balance does not remain in the future.
