मी मुळात बांधावरचा शेतकरी आहे, मात्र कृषी पदवीधर होऊनही इच्छा असूनही शेती करणे जमले नाही. बँक ऑफ बडोदात कृषी अधिकारी म्हणून नोकरी केली. नंतर कायद्याची पदवी मिळाली. माझे मित्र, ‘अग्रोवन’चे माजी संपादक श्री. सुनील चव्हाण यांच्याकडे मी ‘माहितीच्या अधिकाराने केली कमाल’ हा अनुभव लेख दिला, त्यांनी तो लगेच छापला. त्या लेखात संपूर्ण महाराष्ट्रातून शेतकऱ्यांच्या जिवंत प्रतिक्रिया ऐकायला मिळाल्या.

खरं तर सर्व कायदे असले तरी शासकीय यंत्रणा शेतकऱ्यांचे फार मोठ्या प्रमाणात शोषण करते. कुठेही जा – तलाठ्याकडे, इलेक्ट्रिसिटी बोर्डाकडे, पाटबंधारे खाते, पोलीस, कोर्ट, बँकांत शेतकऱ्याला काय वागणूक मिळते? सर्वत्र अडथळे आणि अरेरावी असते. शेतकऱ्यांचे प्रबोधन व्हावे म्हणून काय करता येईल, या संदर्भात श्री. सुनील चव्हाण यांनी ‘शेतीचा कायदा काय सांगतो’ या प्रश्नोत्तररूपी सदराची सुरुवात केली. हा सदर सुमारे दीड वर्षे चालला आणि नंतर थंडावला.

पुढे ‘अग्रोवन’चे नवीन संपादक श्री. आदिनाथ चव्हाण आले. त्यांनी नव्या स्वरूपात सदर सुरू करण्याची सूचना दिली – ‘अग्रो कायदा’. थोड्याशा अनिच्छेने हे काम सुरू केले कारण दर आठवड्याला लेखासाठी संशोधन आणि अभ्यास करावा लागायचा. मात्र, संपूर्ण महाराष्ट्रातून शेतकऱ्यांचा उदंड प्रतिसाद मिळाला. हुरूप आला आणि मी लिहीत गेलो. एवढे लिखाण होईल याची कल्पनाही नव्हती, पण जमले तेच खरे.

I am essentially a farmer from the fields, but despite being an agriculture graduate and having the desire, I could not pursue farming. I worked as an Agricultural Officer at Bank of Baroda. Later, I earned a degree in law. I gave an experience-based article titled “Mahitichya Adhikarane Keli Kamal” (The Power of the Right to Information) to my friend, former editor of Agrowon, Mr. Sunil Chavan, and he published it immediately. Through that article, I received vivid responses from farmers across Maharashtra.

In reality, even though there are many laws, the government system exploits farmers on a large scale. Wherever you go—whether to the talathi office, electricity board, irrigation department, police, courts, or banks—what kind of treatment does a farmer receive? Everywhere there are obstacles and high-handedness. With the aim of creating awareness among farmers, Mr. Sunil Chavan initiated a question-and-answer column titled “What Does the Law of Farming Say?” This column ran for about one and a half years before it slowed down.

Later, Mr. Adinath Chavan became the new editor of Agrowon. He suggested restarting the column in a new format under the title “Agro Law.” I began this work somewhat reluctantly, as it required weekly research and study for each article. However, I received an overwhelming response from farmers across Maharashtra. This encouraged me to continue writing. I had never imagined that I would write so much, but it truly happened.
